Cash Assistance Work Rules & Sanctions

This training offers an overview of the work requirements associated with the receipt of cash public assistance, along with the scheme to punish, or “sanction,” recipients who have allegedly failed to comply with the rules. Advocates will learn the exceptions and exemptions and have a better understanding of how they can help clients when facing sanctions.

Recommended prerequisite: Eligibility for Cash Public Assistance.

Objectives include:

- Learn the framework of HRA’s work requirement & assessment process

- Identify exceptions & exemptions to usual work rules

- Understand how & when to intervene to help clients

About the Faculty

    Jack Newton (Speaker)

    Jack Newton (he, him, el) is the Director of Public Benefits & LGBTQ Advocacy at Bronx Legal Services. Jack co-authored the chapter entitled, "Public Assistance and Housing: Navigating Difficult Benefits Systems," in the Lawyer's Manual on Domestic Violence: Representing the Victim (6th ed., 2014). Prior to joining LSNYC, Jack worked at The Legal Aid Society in family, immigration, benefits, and housing matters. He was a member of the FEPS litigation team and counsel in Pena v. Doar and Velez v. Roberts. Jack earned his law degree from the University of Texas and a Master's of Social Work from Columbia University.

    Michael Connors (Speaker)

    Michael (he, him, ?l), is the Deputy Director at Bronx Legal Services where he is a part of the Public Benefits & LGBTQ Advocacy Units. Prior to joining LSNYC Michael worked at the New York Legal Assistance Group where he was a part of the Tenants? Rights Unit and the Evelyn Frank Legal Resources Program. As a member of the Tenants? Rights Unit, Michael represented low-income clients in Queens facing eviction in housing court. While with the Evelyn Frank Legal Resources Program he assisted elderly and disabled New Yorkers navigate the complex systems that provide access to health care, home care, and other vital services by providing legal education on the complex rules of Medicaid and Medicare to social services and health care professionals, technical assistance to professionals on individual cases, and direct representation. Michael is originally from Brentwood, New York and is a graduate of Boston College and CUNY School of Law.

    Jenna Coudin (Speaker)

    Jenna Coudin (she, her) is a French Caribbean native, working as a supervising attorney in the government benefits unit at Manhattan Legal Services. She holds law degrees from Toulouse Capitole Law School in France and Stetson College of Law in Florida. Jenna's extensive legal experience spans criminal defense, immigration law, and international law. Before joining LSNYC, she worked in international compliance and data privacy for a tech company. Jenna initially served as a housing attorney at Queens Legal Services before transitioning to her current role at Manhattan Legal Services.
