Section 8 and the Federal CARES Act

The threat and impact of the Coronavirus is falling disproportionately on low-income communities of color and those who are marginally housed. As housing courts reopen citywide, housing advocates anticipate an unprecedented wave of evictions. In this program, Jerome Frierson, Supervising Attorney of the Housing Unit at Manhattan Legal Services, will cover the federal CARES Act, how existing housing rights apply in these unprecedented circumstances, practical tips, and what developments are occurring on the national, state, and local level to help families endure this public health emergency. Further, Jerome will explore the role legal services organizations can play in preventing the eviction of federally subsidized tenants once moratoriums are lifted. Tashanna Golden, Housing Unit Director at Staten Island Legal Services, is providing a brief overview of Section 8 subsidies and special eviction protections for such tenancies.

    Jerome Frierson (Speaker)

    Jerome C. Frierson is a Supervising Attorney at Manhattan Legal Services and a Part-Time Adjunct Professor with the Housing Rights Clinic at New York Law School. A Bronx-native and current Harlem resident, Jerome was awarded a merit-based, full-tuition scholarship to attend Brandeis University, where he obtained a dual-baccalaureate degree in Political Science and African & Afro-American Studies in 2007. After graduation from college, Jerome worked at financial institutions and a law firm before transitioning into his pursuit of a law degree. This endeavor brought him to Tulane University Law School in the greater New Orleans area. During law school, Jerome was actively involved with the National Black Law Students Association and served as the Editor-in-Chief of the Southern Journal of Policy and Justice. Jerome remains passionate about racial justice, fairness, and equity. He is particularly interested in the preservation of affordable housing and the economic empowerment of historically underserved communities.

    Tashanna Golden (Speaker)

    Tashanna Golden is the Director of our Housing Unit. Tashanna was a Housing staff attorney for three and a half years before being named the Director in October 2018. A native Staten Islander, Tashanna has strong ties to the community that we serve. Before joining Staten Island Legal Services, Tashanna was a litigation associate at two AmLaw 100 law firms. While at the firms, she spent a considerable amount of time on pro bono matters, assisting clients with a range of issues, including housing proceedings. Tashanna received her JD from the University of Pennsylvania in 2008, and her B.A. (summa cum laude) from St. John's University in 2005.
