Noncitizen Eligibility for Public Assistance

Advocates will learn which noncitizens may be eligible for public assistance benefits, such as cash public assistance, SNAP, and Medicaid. We will explore best practices regarding obtaining sensitive immigration-related information from our clients, so that we can accurately identify the potential, entitled benefits for clients. Finally, we will discuss how or if recent immigration changes affect eligibility or receipt of public benefits.

    Jack Newton (Speaker)

    Jack Newton (he, him, el) is the Director of Public Benefits & LGBTQ Advocacy at Bronx Legal Services. Jack co-authored the chapter entitled, "Public Assistance and Housing: Navigating Difficult Benefits Systems," in the Lawyer's Manual on Domestic Violence: Representing the Victim (6th ed., 2014). Prior to joining LSNYC, Jack worked at The Legal Aid Society in family, immigration, benefits, and housing matters. He was a member of the FEPS litigation team and counsel in Pena v. Doar and Velez v. Roberts. Jack earned his law degree from the University of Texas and a Master's of Social Work from Columbia University.

    Marie Vaz (Speaker)

    Marie (she, her) is a Supervising Attorney in the Public Benefits and LGBTQ+ Advocacy Unit at Bronx Legal Services. The Public Benefits practice is focused on providing legal services to vulnerable low-income Bronx residents who need assistance obtaining, retaining, or increasing vital government benefits such as cash welfare, rental subsidies, WIC, and SNAP as well as public health insurance such as Medicare and Medicaid and home care services. The LGBTQ+ Advocacy practice provides comprehensive legal services to low-income LGBTQ+ people along an array of civil legal issues, such as immigration, divorce and custody and name changes. Prior to joining Bronx Legal Services in 2017, Marie was a Staff Attorney at NYLAG specializing in Medicaid and Medicare eligibility and services, emphasizing the needs of low-income people seeking long term care. She has also represented and coordinated services for children with severe medical conditions and/or developmental disabilities as a care manager at SKIP of New York. Marie graduated from Fordham Law School in 2011 as a Stein Scholar in Public Interest Law and Ethics and from Emory University in 2004 with a B.A. in Sociology.
