Name Changes in NYC & Federal ID Documents

This session will examine New York State’s name change process and how to change the names and gender markers on Federal Identification documents. During the training, the faculty will focus on the changes for transgender clients, but the skills learned in this session shall be applicable to all name changes and identification documents. 

The faculty will discuss the name change regulations, recent case law, the procedure and the practice of name changes in New York City. At the end of the training, you’ll learn how to complete straightforward name changes, and more complex name changes that raise various issues. The faculty will also cover waiver and sealing of records. During the second part of the training, you’ll learn how to change the name and gender markers on Social Security Cards and Passports. We’ll examine the new policies implemented by Federal Agencies and practical considerations when assisting clients in filling out the necessary forms. 

The training is offered free to practitioners who are engaging in pro bono name changes with special thanks to the Sylvia Rivera Law Project and Chadbourne & Parke LLP.

    Jose Abrigo (Speaker)

    Jose Abrigo is the Director and Supervising Attorney of LGBTQ/HIV advocacy at Legal Services NYC’s (LSNYC) Manhattan Legal Services. Previously he was the staff attorney of the LGBTQ/HIV Project at Queens Legal Services. Jose represents low income people in Queens in administrative hearings, civil, supreme and federal court on issues ranging from discrimination, housing, public benefits, immigration, social security, to name change/identity documents. He engages in extensive community organizing with the clients he serves. In addition to serving clients, Jose has taken various leadership roles at LSNYC in enacting the organization’s diversity, equity and inclusion plan. He is also the main organizer of the LSNYC’s Queer and Transgender People of Color Affinity Group.

    Kyle Rapinan (Speaker)

    Kyle Rapiñan is a Staff Attorney and Director of the Survival and Self-Determination Project with the Sylvia Rivera Law Project. Kyle has been working with SRLP since 2014 as a legal intern, legal advocate, and friend. Prior to joining SRLP, this mixed race organizer gained experience working with the community at Legal Aid Society Criminal Defense Practice-Bronx, Peter Cicchino Youth Project of the Urban Justice Center, SRLP, and the Legal Aid Society-Parole Revocation Defense Project. Kyle is a graduate of Northeastern University School of Law. Kyle has experience in queer & trans youth organizing, and building a responsive collective process. Kyle dreams of a world that affirms all of our identities, without any hurdles for low income folks, and a world that empowers rather than divides.
