HASA Eligibility, Benefits, and Budgeting

This training will be a comprehensive overview of the benefits available to HIV-positive public assistance recipients in New York City, with a focus on benefits available through the HIV/AIDS Services Administration (HASA). The training will discuss the medical and financial eligibility requirements for HASA benefits and demonstrate how to calculate public assistance budgets for people living with HIV/AIDS in New York City using real world examples of public assistance households. The scenarios will include examples of budgeting earned income under the HASA Work Opportunities Program, SSI invisibility in households receiving rent enhancement and budgets in supportive housing programs. There will also be a discussion of the separate HASA fair hearing process through the HASA Fair Hearings and Appeals Unit.

    Rachel Bash (Speaker)

    Rachel Bash is a senior staff attorney at Brooklyn Legal Services in the Comprehensive Rights Unit, where she provides legal representation for HIV positive, low-income residents of Brooklyn. She is also responsible for staffing the weekly Public Assistance Clinic at BLS. She came to BLS in January 2008 after serving as a law clerk for the Honorable Nancy Sivilli in Essex County Superior Court, Criminal Division, and worked as a staff attorney in BLS's Low Income Tax Clinic until the beginning of 2012. She earned her B.A. from the University of Arizona in 2002, and graduated in 2006 from the University of Arizona College of Law.
