Housing Law for the Non-Housing Law Practitioner

Understanding the fundamentals of housing law is a crucial skill for any legal services practitioner because housing issues overlap with many different practice areas and have a tremendous effect on our work with low-income communities. In this training, we will examine rent regulation (including rent-stabilization and Section 8 programs), basic housing court procedure, claims and defenses in nonpayment and holdover proceedings, and what steps tenants can take when they have repair issues. At the conclusion of the session, participants will gain deeper knowledge of New York housing law and be able to spot major housing issues that profoundly affect their clients’ lives.

    Jose Abrigo (Speaker)

    Jose Abrigo is the Director and Supervising Attorney of LGBTQ/HIV advocacy at Legal Services NYC’s (LSNYC) Manhattan Legal Services. Previously he was the staff attorney of the LGBTQ/HIV Project at Queens Legal Services. Jose represents low income people in Queens in administrative hearings, civil, supreme and federal court on issues ranging from discrimination, housing, public benefits, immigration, social security, to name change/identity documents. He engages in extensive community organizing with the clients he serves. In addition to serving clients, Jose has taken various leadership roles at LSNYC in enacting the organization’s diversity, equity and inclusion plan. He is also the main organizer of the LSNYC’s Queer and Transgender People of Color Affinity Group.

    Chantal Johnson (Speaker)

    Chantal Johnson is a Deputy Director in the Housing Unit at Brooklyn Legal Services. Chantal joined BLS in 2015, after working in the Civil Action Practice at The Bronx Defenders. Chantal Graduated from Stanford Law School in 2014.

    Cynthia Weaver (Speaker)

    Cynthia Cheng-Wun Weaver is a Senior Attorney at Manhattan Legal Services (MLS), LGBTQ/HIV Law Unit. She holds a Juris Doctorate from CUNY School of Law, a Master of Science in Human Rights and International Politics from the University of Glasgow where she contributed to drafting international guidelines for vulnerable elderly asylum-seekers as well as asylum-seekers with disabilities, and a Bachelor of Arts in Philosophy and French and American Literature/Film from Rutgers University. At CUNY, she served as the Managing Articles Editor for the CUNY Law Review and the Head Manager for the International Law Digest. Previously, she clerked for the Honorable Christian F. Hummel in the Northern District of New York and interned at the United States Court of Appeals for the Second Circuit, Staff Attorney?s Office, National Labor Relations Board, New York State Office of the Attorney General, and New York Lawyers for the Public Interest. Prior to law school, she was a case-handler in MLS?s Disability Advocacy Project where she primarily served the elderly Chinese-speaking population in Manhattan. Ms. Weaver is a recipient of the 2015 Asian Americans for Equality, Pioneer Spirit Award.
